2019年是中華人民共和國成立70周年,是全面建成小康社會的關鍵之年。面對嚴峻復雜的國內外形勢，在黨中央、國務院的堅強領導下，市委、市政府緊緊依靠全市1600萬人民，搶抓發(fā)展機遇，全面深化改革，全市經濟和社會發(fā)展各項事業(yè)持續(xù)健康發(fā)展，五個現(xiàn)代化天津建設取得了令人矚目的成績。

“多士成大業(yè)，群賢濟弘績”。習近平總書記強調，“聚天下英才而用之”。天津市委、市政府始終高度重視廣納天下英才，大力聚集外國專家參與天津經濟社會發(fā)展事業(yè)。2019年，來津工作或開展合作的外國專家超過1萬人次。在津的外國專家積極參與天津改革與發(fā)展的各項事業(yè)，充分發(fā)揮創(chuàng)造活力和創(chuàng)新潛能，不斷實現(xiàn)新超越，創(chuàng)造新業(yè)績，在助推天津經濟社會發(fā)展的進程中發(fā)揮了獨特的作用，做出了新的貢獻。

2020年是全面建成小康社會和“十三五”規(guī)劃收官之年，更是天津加快發(fā)展的重要一年。貫徹新發(fā)展理念，打好三大攻堅戰(zhàn)，推動高質量發(fā)展，必須以創(chuàng)新驅動和改革開放為兩個輪子，深化科技體制改革，加快科技成果轉化應用，健全鼓勵支持基礎研究、原始創(chuàng)新的體制機制，完善科技人才發(fā)現(xiàn)、培養(yǎng)、激勵機制，聚天下英才而用之，為深入貫徹國家重大戰(zhàn)略、實現(xiàn)“一基地三區(qū)”定位提供有力的人才智力支撐。天津正處于爬坡過坎、滾石上山的關鍵時期，我們比歷史上任何時期都更需要廣開進賢之路、廣納天下英才。熱忱歡迎外國專家以各種方式參與天津的現(xiàn)代化建設，我們真誠地希望廣大外國朋友繼續(xù)關注天津、支持天津、投身天津，抓住新機遇、迎接新挑戰(zhàn)、展現(xiàn)新作為，為建設五個現(xiàn)代化天津，實現(xiàn)共同發(fā)展做出新的更大的貢獻！

Dear overseas friends,

　　On the occasion of ringing out the Old Year and ringing in the New Year, we would like to extend the best wishes for the New Year to all the overseas friends who have always paid attention to and participated in the development and construction of Tianjin! And we would like to express our heartfelt thanks to all overseas friends for their support and assistance to Tianjin for a long term!

　　The year 2019 was the 70th anniversary of the founding of the People's Republic of China, and was a key year for building a well-off society in an all-round way. In the face of the severe and complicated domestic and foreign situations, under the strong leadership of the CPC Central Committee and the State Council, the CPC Municipal Committee and the Municipal Government grasped and seized development opportunities to comprehensively deepen the reform by closely relying on the 16,000,000 people of the city, achieved the sustained and healthy development of various undertakings in the economic and social development, and obtained remarkable achievements in the construction of five-modernization Tianjin.

　　“Talented men make great achievements”. General Secretary Xi Jinping emphasized that “we shall gather and use the outstanding talents in the world”. CPC Tianjin Municipal Committee and Municipal Government have always attached great importance to attracting the global outstanding talents, and made great efforts to gather foreign experts to participate in the economic and social development of Tianjin. In 2019, more than 10,000 person times of foreign experts came to Tianjin for work or developing cooperation. Foreign experts in Tianjin have actively participated in various undertakings of Tianjin’s reform and development, given full play to their creative vitality and innovative potential, and constantly realized new transcendence and created new achievements, playing a unique role in and making new contributions to promoting the economic and social development of Tianjin.

　　The year 2020 is the year when a well-off society is built in an all-round way and the “13th Five-Year Planning” ends, and it is also an important year for Tianjin to accelerate its development. To carry out the new concept of development, do a good job in fighting three major battles, and promote high-quality development, we must take innovation drive and reform & opening up as two wheels, deepen the reform of scientific and technological systems, accelerate the transformation and application of scientific and technological achievements, perfect the systems and mechanisms for encouraging and supporting basic research and original innovation, improve the mechanism for the discovery, training and incentive of scientific and technological talents, gather and use the talents from all over the world, so as to provide a strong talent and intelligence support for deeply carrying out the major national strategies and realizing the orientation of “one base and three regions”. Tianjin is in the critical period of rolling stone up the mountain and climbing over the ridge, so we need to open up the ways for attracting and accepting the outstanding talents from all over the world more urgently now than any time in the history. We warmly welcome foreign experts to participate in the modernization drive of Tianjin by various means. Also, we sincerely hope that overseas friends will continue to pay attention to Tianjin, support Tianjin, join Tianjin, seize new opportunities, meet new challenges, show new achievements, and make new and greater contributions to the construction of a five-modernization Tianjin and the realization of common development!
